Issue on Server: Placing of Objects

I've been to your server many times in the past, but I've been offline away from Rust for about 8 months. I came back, and joined your server, but I'm not allowed to place a large water catch anywhere on the western side of the map. I've tried outdoor locations outside my base and around the whole western side of the map. I get a PreFabPreProcess error and wondered if we are allowed to place water catches and furnaces and such outside.
